O Trambique Superior Eleitoral (TSE) não se emenda mesmo. Em 2008, o TSE implantará urnas eletrônicas que recolhem impressões digitais dos eleitores nas eleições municipais de Mato Grosso do Sul, Rondônia e Santa Catarina. As maquininhas leitoras já foram compradas, embora não seja possível acessar o edital do pregão 022/2005. O TSE planeja trocar todas as 432.600 urnas eletrônicas, só a inclusão de leitores de digitais custaria entre US$43,260,000 até US$64,890,000, sem os custos de logística envolvidos no processo. Não apenas o edital não está disponível como a portaria 374/2005, que criou o SCIdent, o tal programa de identificação, misteriosamente não dá as caras no site do TSE.
Com isso, o Trambique Superior Eleitoral quer colocar o Brasil no mesmo nível de democracia de Hugo Chávez e aqui está a prova de como o recolhimento de impressões digitais de eleitores é algo democrático:
As a result of Sunday’s observation, the Mission would like to underscore the climate of calm that was evident during the elections, as well as the adequate level of preparation and organization at the polling centers. It was verified that, as the National Electoral Council (CNE) had stated, the digital fingerprint machines and the electronic voting notebooks were not in use and the machines were disconnected during the voting. The certification of results was printed out before transmitting, and audits were done after the polls closed. The day ended with a participation level of approximately 25% of all potential voters.(...)Despite the important guarantees granted by the CNE, at the request of this significant segment of the opposition, this segment decided in the end not to participate in the elections. It is worth noting that the guarantees that were offered included the elimination of the digital fingerprint machines and of the great majority of the electronic voting notebooks, an increase in audits after the polls closed, the granting of additional space in the news media for electoral advertising, and the presence of witnesses and international observers in all phases of the electoral process. E como bem disse a missão da União Européia sobre a tal eleição legislativa venezuelana de 2005:
The elimination of the fingerprint capturing devices from the voting process was a significant moveaimed at restoring the confidence of the parties.
Nada disso aconteceria se, em primeiro lugar, não existisse o TSE com sua estruturação doentia e autoritária e se o direito eleitoral fosse regulamentando pelos legislativos estaduais.
